DUTIES AND FUNCTIONS

CITY HUMAN RESOURCE AND MANAGEMENT OFFICER

Perform the major task involving the operation of the Career Service Program (Recruitment, Selection, Placement, Promotion, IPCR, OPCR, Appointments, Personnel Relations, Personnel Discipline, Personnel Welfare and Benefits, Awards and Incentives, Leave Administration, Retirement, Personnel Career Development) of the Local Government Unit.

Responsible for the development of comprehensive and balance personnel system and program designed to promote morale, integrity, efficiency, responsiveness, progressiveness, and courtesy in the implementation of government wide personnel management program in the city.

Provides technical assistance in the developmenmt, formulation and execution of policies, rules and regulations in all areas of personnel management in accordance with the CSC law and rules.

Administers the position classification and compensation system.
